On April 24 Vladimir Putin made a remark that "the Internet first appeared as a special CIA project," and it was "initially a military program, a special program, and special services are still at the center of things."
That reflects the Kremlin's approach to the Internet. Personally, Vladimir Putin seems to believe that the Internet was and remains a special project of U.S. intelligence. Meanwhile Kremlin officials have developed a multi-faceted strategy for changing the rules of how the global Internet operates. And this complex strategy involves using revelations about NSA surveillance to promote ideas of "national sovereignty" by establishing virtual borders, combined with the introduction of Internet-filtering, the control over bloggers and pressure on global platforms to force them to relocate servers on Russian soil.
