Mrs. Mbabazi Rosemary was appointed the Permanent Secretary in the Ministry of Youth and ICT in February 2012, She holds bachelor’s degree in Education from Makerere University and MBA from UK. In 2011 Rosemary was also appointed a caretaker of Umubano Hotel and chairperson of Soprotel (joint venture company between government of Rwanda and Government of Libya). From 2009- 2011 She headed investment promotion department in RDB.
